Sure!! There are lots of details and aspects you can change up (hair, teeth, facial shape, extra fins, armored scales etc) So if you simply want to use the combination of "horse with fish head, and weird fin-feet" as a base then go right ahead!
(though I'd of course appreciate it if you could mention me somewhere when posting your version ;333 )
